これまで本ブログでは、国際的な人権規範や労働ルール、投資家が求めるガバナンスのあり方について検証してきました。回は、日本製鉄が世界戦略において最も重視するビジネスパートナー、アルセロール・ミッタル(ArcelorMittal)社本社 ルクセンブルク)に焦点を当てます。

欧州を本拠地とする同社は、動物福祉をESG経営の不可欠な要素として位置づけています。同社が各拠点で行っている具体的な「生命管理」の実例から、グローバルな鉄鋼企業が備えるべき「標準」を紐解きます。

1. 敷地内生命に対する管理者の責任(デューデリジェンス)

ミッタル社は、欧州の厳しい環境・社会基準に基づき、自社敷地内の動植物を「管理すべきリスク」であると同時に「保護すべき対象」と明確に定義しています。

専門家による生物多様性のモニタリング(ルクセンブルク) ミッタル・ルクセンブルクの各拠点では、鳥やコウモリのために45個以上の巣箱を設置し、地元の自然保護団体(natur&ëmwelt等)と協力して定期的な生息調査を実施しています。 特筆すべきは、同社がこれらを「操業の邪魔」として排除するのではなく、鉄鋼生産活動と生態系が共存可能であることを証明する指標(KPI)として活用している点です。「放置」や「排除」といった極端な二択ではなく、科学的データに基づいた「人道的な管理」を徹底しています。

ブランド価値を高める「生命との共生」(ブラジル) ブラジルのトゥバラオン製鉄所では、数百頭の野生のワニ(カイマン)が生息する広大な緑地保護区を維持しています。同社は多額の予算を投じ、ワニの生息環境をモニタリングし、地元の子供たちの環境教育の場として開放しています。 これは「動物を追い出す」コストをかけるよりも、「動物と共に生きる」ことで地域住民との信頼を築き、企業のブランド価値を高めるほうが長期的には「戦略的な投資」として合理的であるという経営判断に基づいています。

2. 国際基準「5つの自由」への適合性

ミッタル社が全社で推進している国際認証ResponsibleSteel™」では、世界動物保健機関(WOAHの基準に準拠することが求められています。その中核には、動物が「飢えと渇きから自由であること」が含まれています。

日本製鉄鹿島地区で導入された「給餌禁止」および(TNR等の)解決策を試みるボランティアの排除は、動物を意図的に飢餓状態に置く行為であり、ミッタル社が支持する国際的な動物福祉の原則と鋭く対立します。

3. パートナーシップにおけるレピュテーション・リスク

現在、欧州の投資家や規制当局は、企業に対し「自社だけでなく提携先(パートナー)の倫理状況」についてもデューデリジェンスを求めています。

日本製鉄が「設備の安全」を理由に掲げながら、その解決手段として科学的な管理(TNR等)を拒絶し、動物を衰弱させる方針を貫くことは、国際社会では「深刻なガバナンスの欠如」とみなされます。これは、ミッタル社にとっても、自社のクリーンなブランドイメージを毀損させかねない重大なリスクとなります。

世界第2位のパートナーであるミッタル社は、製鉄所という過酷な現場であっても、生命の尊厳を守ることが可能であることを、具体的な実績で証明しています。

Vol. 9: Animal Welfare Standards in 2026 – Insights from Partner ArcelorMittal

In this blog, we have examined international human rights norms, labor rules, and the governance structures demanded by global investors. In this installment, we focus on ArcelorMittal(Headquartered in Luxembourg), Nippon Steel's most vital business partner in its global strategy.

Based in Europe, ArcelorMittal positions animal welfare as an indispensable element of ESG management. By looking at specific examples of "life management" at their various sites, we can decipher the "standards" that a global steel enterprise should uphold.

1. Management’s Responsibility for Life on Premises (Due Diligence)

Under strict European environmental and social standards, ArcelorMittal explicitly defines the flora and fauna within its sites as both "risks to be managed" and "subjects to be protected."

  • Biodiversity Monitoring by Experts (Luxembourg): At its Luxembourg sites, the company has installed over 45 nesting boxes for birds and bats and conducts regular habitat surveys in cooperation with local conservation groups (such as natur&ëmwelt). Notably, the company does not eliminate these creatures as "obstacles to operations." Instead, it uses them as Key Performance Indicators (KPIs) to prove that steel production can coexist with ecosystems. They reject the extreme binary of "neglect" versus "elimination" in favor of rigorous, humane management based on scientific data.
  • Coexistence Enhancing Brand Value (Brazil):The Tubarão Steelworks in Brazil maintains a vast green reserve inhabited by hundreds of wild caimans. The company invests a significant budget in monitoring the caimans' habitat and opens the area to local children for environmental education. This is based on a management decision that building trust with the local community and enhancing brand value through "coexistence" is a more rational strategic investment than incurring the costs of "evicting" the animals.

2. Alignment with the International "Five Freedoms"

The international certification ResponsibleSteel™, which ArcelorMittal promotes group-wide, requires compliance with the standards of the World Organisation for Animal Health (WOAH). At the core of these standards is the requirement that animals be "free from hunger and thirst."

The "feeding ban" and the "exclusion of volunteers attempting solutions (such as TNR)" implemented at Nippon Steel’s Kashima District are acts that intentionally place animals in a state of starvation. This stands in sharp conflict with the international animal welfare principles supported by ArcelorMittal.

 

3. Reputational Risk in Partnerships

Currently, European investors and regulatory authorities demand that companies conduct due diligence not only on their own operations but also on the "ethical status of their partners."

While Nippon Steel cites "equipment safety" as a justification, its refusal to adopt scientific management (TNR, etc.) and its persistence in a policy that leads to the debilitation of animals would be viewed by the international community as a "serious lapse in governance." For ArcelorMittal, this represents a significant risk that could tarnish its own clean brand image.

Conclusion  A Call for Scientific and Humane Solutions

As the world's second-largest steelmaker and Nippon Steel's partner, ArcelorMittal has proven through concrete achievements that it is possible to protect the dignity of life even within the harsh environment of a steel mill.
